The ELPAC (English Language Proficiency Assessments for California) is a state-mandated test that measures the English language proficiency of students whose primary language is not English.
This helps schools determine the level of English language support students need to succeed academically.
The ELPAC replaced the CELDT (California English Language Development Test) in 2018 as the official assessment aligned with the 2012 California English Language Development Standards. It includes two assessments:
Assess English Proficiency
The ELPAC evaluates how well students can understand, speak, read, and write in English.
To Guide Instruction

Speaking: Ability to produce spoken English in response to prompts.
-
Reading: Comprehension of written English, including vocabulary and sentence structure.
-
Writing: Ability to write in English, from simple sentences to complex writing tasks.
